Police said while officers were speaking with Carlos at the Fountain Valley site, a woman phoned the FVPD to report an alleged issue with Carlos earlier in the day. She said she was running in the area with her 10-year-old niece, when Carlos allegedly “came out of nowhere” and told her he liked her body.

FVPD Sgt. Kurt Ulrich said he didn’t know exactly how often indecent exposures take place occur in the city.

“It’s not a daily occurrence, that’s for sure,” Ulrich said.
