City Council Calls Special Meeting to Decide RDA Ruling Response

With redevelopment agencies now facing extinction, the city must decide whether it will become the successor agency.

The Fountain Valley City Council has called a special meeting for Tuesday afternoon to address the city's next steps in the wake of the elimination of redevelopment agencies.

The council will consider a resolution that would make the city the successor agency to the now-dissolved Agency for Community Development. The California Supreme Court ruled Dec. 29 that the state could eliminate RDAs, and further ruled that an alternate program that would have allowed cities to maintain their RDAs by remitting tax money to the state was unconstitutional.

In addition to becoming the successor agency to its RDA, the city must also decide whether it wants to retain the rights to housing projects created by the previous RDA, but it's not clear what sources of funding might be available to the city in the absence of RDA money. The city can also elect to transfer responsibility for these projects to its local housing authority, which was created last year in anticipation of the potential elimination of redevlopment agencies.
