Council Set to Consider Annual Budget

Preliminary forecasts predict an extra $1.7 million in revenue.

The Fountain Valley City Council will start the annual budget process Tuesday night when it meets with city finance staff in a pre-meeting study session, and then sets a date for a public hearing during the regular meeting.

Preliminary forecasts project city revenue for the 2011-12 fiscal year of just more than $35.8 million, an increase of about $1.7 million from last year. More than half of that revenue—about $19 million— is projected to come from sales and property taxes.

The $10 million projected to come from property taxes is an increase of 6.6 percent from last year, and has been attributed to the success of several local businesses, including Sam's Club and Costco.

Even in a dismal housing market, the $9 million expected to come from property taxes is a 1 percent increase from a year ago, due in large part to Fountain Valley homes' values maintaining relatively stable values.

On the expenditure side, the city's total budget is expected to be about $35.7 million, with 39 percent—about 14 million—going to the police department. About $9 million has been budgeting for the fire department, with another $5.6 million slated for public works projects.

The budget  for administration costs decreased by about $8,000, largely in part to the $20,000 saved by not employing full-time city clerk in a non-election year.
