Harman's State Parks Bill Headed for Governor's Desk

The bill aims to save parks slated for potential closure by offering private entities the chance to lease, operate or maintain the parks.

A bill aimed at helping 70 of California's state parks avoid closure passed Wednesday in the State Senate by a vote of 37-0.

The bill, sponsored by Republican State Sen. Tom Harman, whose district includes Fountain Valley, would require any park slated for closure to provide 30 days' public notice on the California Department of Parks and Recreation website. The bill would also encourage parks to seek alternate sources of funding by providing information on how interested parties can contact the department negotiate for a contract to lease, operate, maintain or provide concessions at that park. The department would also be required to respond in writing to any inquires received.

"I have been very pleased with the bipartisan support SB 386 has received," Harman said. "It is clear to me that the legislature is very interested in finding ways to keep our parks open. SB 386 adds some transparency to the bureaucratic process, which I believe will ultimately open a dialogue between the Department of Parks and private, local entities or non-profits interested in managing a park. All Californians have an interest in seeing a healthy, open state park system. This measure is a good first step, and I am hopeful that the Governor will sign it into law."

If signed into law by Gov. Jerry Brown, the bill would take effect immediately.
